The current build instructions references NCPA 2.4, and build instructions fails for NCPA 3.0.2.

linux/init.sh doesn't correctly recognize Fedora workstation 39, and even correcting this results in other build failures.

setup.sh doesn't recognize fedora39 as a 'dist' value, for instance.
