Qualification tool: Add penalty for execs/operators not associated with stages

This is a followup based on the comment - #471 (comment) . Currently the qualification tool doesn't add penalties for Execs which are not associated with any stages(stageId is missing for some execs).
This issue is to include penalties for such cases. We need to either come up with formula or some static number based on heuristics.

this is related to #615 if we can account for execs in stages that would take care of this, but we may still need both if we can't map all to stages

Qualification tool uses qualx for qualifying apps and doesn't consider the legacy qual tool scoring. Closing this as this was requirement for legacy qual tool calculation.
