Use hydra or keep status quo of configs + hydra for override grammar

Creating a poll for interest in us switching to full hydra vs. the status quo of yaml configs + hydra override grammar.

We currently minimally use hydra just for overrides and nothing like instantiate() which:

• keeps the integration shallow
• removes hydra overhead
• root stack trace isn't from hydra
