We would like to enable simulations to still be "annual" if they are run with a leap day, or 8784 hours within the year. This is a large-ish change across several technologies. Ideally this would also happen in the UI if users pick a weather file with a leap day.

It would be great if SAM could produce outputs including leap days, if provided with input weather files that include leap days. Currently, it seems that SAM can accept weather files that include leap days (at least via PySAM, as of PySAM version 2.2.2), but that the outputs never have them.
