The Create Baseline Building measure has an argument for an Xcel Energy EDA CO customization but doesn't allow for running it on a model without HVAC, which would be helpful for creating the baseline for EDA programs. Suggest adding a fuel type argument to the measure for this purpose.

@asparke2 is more familiar with the measure, but I assume there would need to be changes to baseline methods in standards in addition to adding fuel type argument in the measure. If the standards call only passes in fuel type, then we can probably address this within the measure.

My suggestion would be to add fuel type arguments to the measure, and then put in a dummy gas or electric based packaged unit in one zone.

@mdahlhausen would the standards only add a baseline system to that one zone then? If that's the case, then for EDA purposes users will need to create the proposed model first, which is opposite the way EDA is designed...or the standards could assume all zones are conditioned (or make assumptions based on space type).
