Minecraft Spigot server not starting at all

I cant compile a spigot server as its just stuck in an endless loop and then errors.
I tried uploading my own jar file and the server does not start.
Trying to import from a server.properties file also does not work.

Any idea what is happening? Or is my whole docker install broken?
