[Bug] Bonus Dice from effects do not roll on attacks from weapons on PCs/NPCs #1472

Description.

If you create an effect on a PC or NPC that adds Bonus/Penalty Dice to a skill (e.g. |system.skills.Fighting (Brawl).bonusDice|ADD|1|)that is rolled as part of an attack and then proceed to roll the attack from a weapon linked to that skill (e.g. a Fist using Fighting (Brawl)) it will not roll the Bonus/Penalty dice. If you roll the same skill from the skills section it will default to the modified Bonus/Penalty dice.

Expected Behavior.

I would expect that attacks using the appropriate skill would default rolling the same as the skill itself.

Actual Behavior.

The attack roll defaults to an unmodified regular roll (no Bonus or Penalty dice) while the skill roll is modified by the active effect.

I have found this issue as well. I cannot get bonus/penalty die effects to have any effect at all on any skill or action. I have tried multiple variations of Change Mode (Custom, Multiply, Add, Downgrade, Upgrade, Override), Effect Value (Using + and/or -, etc.)
