Perhaps it's better to split the current sections into separate web pages such that the home page doesn't overwhelm visitors?
The goal of the homepage should be to captivate visitors. Make it easy for them (to make the decision) to engage with the work and join the CG.
Have a table (or description list, similar to https://github.com/w3c/sdw#folder-structure) that lists all (non-archived) repositories in this repository's README.md, with descriptions of their functionality.
We should also consider changing the name of this repo from "chat" to e.g. "community" to broaden the scope a bit.

I suppose ❷ would then more or less duplicate the Specifications and Reports section but I think that's fine, most people probably find this Github organization through Github references, and not the website.
