Imagery - support of images re-sampling

There are 2 main z-order steps in Fusion:

1. by zoom level
2. inside the same zoom level
   in order to change image z order in the case of (2) fusion ui supports an up/down button
   for case (1) fusion UI/CLI also supports "max level override" in order to "down-sample" an image to a lower zoom level

we need to support the ability to control the images Z order by up-sampling a given image

• 1. this task needs to be developed by GDAL or Fusion CLI
• 2. There seem's to be a bug with the "max level override" cli command ("gemodifyimageryproject") - github issue
