`files_for_e3sm` hanging on various machines in various configurations

Specifically the e3sm_to_cmip_maps is hanging as part of the pr test suite.

The hanging configurations are:
Chrysalis with Intel and Intel-MPI
Anvil with Intel and OpenMPI
Anvil with Gnu and MVAPICH

Taking an inordinately long time on Chicoma in diagnostics_maps (but everything it taking a really long time right now, so maybe this is just a file system issue).
