Describe the bug
When using admin edit to approve a CORE pending deposits, receive a "Error - uploadMODS" error.

To Reproduce
Steps to reproduce the behavior:

Go to the pending CORE deposit (deposit notifications come from this group)
Click on "admin edit"
Change the status from "pending review" to "draft" using the edit button.
Select "OK" and then "Save Draft"
See error. If you hit the back button twice to go back to the deposit page, and then refresh, the status will change to "provisional," which is what should happen.
