OctoPack.Precompile is erroneously copying files to the intermediate working directory, when those files have the metadata Exclude=true set

Hi!

Can you tell me how do you exactly use the Exclude metadata? I don't see it among the well-known item metadata and I think if a file is excluded from a project we should not see them in the CollectedFiles at all. Also I checked in the OctoPack repository and I don't see any similar filtering there.

Can you explain how do your files got Exclude metadata set to True?
