Detect cam/mic usage also for UWP apps

The current approach limits on-air detection on Win32 apps that are logged into the registry. Unfortunately, this makes it impossible to detect any calls run via the Skype UWP and possibly others.

Find another approach that finds all processes using a camera or microphone device instead, like it is possible via the Process Explorer.
