High Volatile GPU-Util, Low Memory Usage

During training of a transformer model, nvidia-smi shows 2-3 GB of memory used (out of 8 GB) and 94-98% of Volatile GPU-Util.

Is the GPU already maxed out? Does it still make sense to increase the batch size, since the memory usage is still low.
