Positional changes to items using BDTH won't lock into place permanently if the item is selected for movement from the Indoor Furnishing list. Doing so then leaving and returning will cause the item to revert to it's last fixed position, however if you make the same movements by clicking the physical item directly to select it, the change then works perfectly.
In testing this seems to apply to both floated/glitched items (like a partition or a particularly placed shelf) as well as items that are not floated or in any way glitched, or outside of any normal boundary in their placement.
Changing the drag interval, toggling Gizmo and/or Snap, and the Place Anywhere option also appeared to have no effect.
All testing/troubleshooting was conducted in an Apartment sized area (in this case an FC room), using items normal rotational axis, (nothing sticking to a ceiling where it shouldn't be, etc).
I'm also aware the game has limits when it comes to floating an item and how far it must be moved before it'll take, but this seems unrelated to that given that it can be easily demonstrated on non-floated objects inside the housing space.
Any placements that were attempted through the Indoor Furnishing List that failed, were then placed successfully and consistently by clicking on the item directly.
I apologize if this isn't a bug, or is already known, but I didn't see any open issues concerning this.

This is somewhat of a known issue. I don't think I can really fix this any other way, but I can look into it in the future at some point when I have some time.
