Add water only spawning to Populate and Entity modules for water craft use.

Carry over from Version 1, did not make it into version 2.

  1. If group placed on water - check they spawn on water
  2. When spawn location randomised can water units end up on land?
  3. include ability to force a Water Only spawn.

imo:

  1. Yes.
  2. No (should always be on water if they were placed on water). Only exception I can think of would be air vehicles.
  3. Auto-force with number 1.
