Pin the versions of the software that need careful upgrade like mesos

To avoid situations where automated or manual software updates will upgrade critical packages such as mesos, marathon and docker-ce, and lead to unmanaged upgrades of those software plus present the Ansible scripts in this project to work as apt complains about downgrades of existing packages.
