start.bat is not working

Describe the bug.

I downloaded python and selected "Add python.exe to PATH". Added 100 proxy. Downloaded 2 Certificates. I started setup.bat and after that i tried to start start.bat but its not working.

run "setup.bat" first,
this error means the required libraries were not installed

pip install -r requirements.txt
