Under which circumstances is the content of teammessage.txt shown to teams?

  1. always (might be good for teaching)
  2. only if the test case and output is also shown (for example this nwerc for samples)

As a judge I always assumed option 2. was intended but after reading the spec again I am unsure...
So what is the intention here and can we make it more clear?
