Potential Data Loss of Project File

A user reported that the data in this task seemed to be only loading half of the data. She said that the data had loaded before because there were names added by their team.

I confirmed the behavior on 2019-10-22. It seemed like there was data missing. There were also tasks nearby that should have loaded the data but don't.

Potentially an issue with including/excluding partial ways - this was supposed to be covered in the osmium flag.
