T3 not having access to dueling #806

I noticed T3 had access to 2 weapon fighting, but not Dueling. Afterplaytesting in game, if provided, the feat works as intended.

Im providing the feat into my own mod pack, but i'm noticing this here if you wish to add this alongside the community patch.
