Misleading error message with malformed Manifest.toml

I got the following malformed manifest while dealing with git conflicts: https://github.com/JuliaPackaging/Yggdrasil/blob/e5b0900dbc69d7c59ab7ce146d9ba9285ee9c0df/.ci/Manifest.toml. My fault. But Pkg (using current julia master) complains with a particularly misleading error message:

but the problem is the Manifest.toml file, not the Project.toml.
