Fedex replaced
INTERNATIONAL_PRIORITY with FEDEX_INTERNATIONAL_PRIORITY
and
INTERNATIONAL_PRIORITY_EXPRESS with FEDEX_INTERNATIONAL_PRIORITY_EXPRESS

Quote from email sent by fedex:

Dear xxx,

Thank you for taking the time to discuss API changes that need to be made to continue using our FedEx International Priority services.

Please share the following information with someone from the IT responsible for the integration with FedEx shipping system or with > your Third Party Provider of the shipping application/plugin you are currently using.

We have introduced some updates to FedEx International Priority services and to continue using them you would need to make some changes to your Webservices request.

In order to enable the new services, since you are already using one of the latest Webservices version, all you need to do is to change the value of element in your transaction from INTERNATIONAL_PRIORITY to:

FEDEX_INTERNATIONAL_PRIORITY (if you want to continue using the same service) or
FEDEX_INTERNATIONAL_PRIORITY_EXPRESS (if you want to start using the new Express service with which you can deliver your packages by noon to some selected destinations)

The minimum required version of WSDL for various transaction types:

Ship version 26
Open Ship version 18
Rate version 28
Service Availability version 14
