[web_groupby_expand] Copying module back to OCA

Hi, I have noticed that module web_group(by)_expand has somehow a troubled history.
I see that it is in OCA v8 (https://github.com/OCA/web/tree/8.0/web_group_expand) and in all branches of this repository with its name slightly changed (for instance https://github.com/JayVora-SerpentCS/SerpentCS_Contributions/tree/10.0/web_groupby_expand).

I am beginning to use this module and I have noticed a small issue in v10 but I'd like to share the fix in OCA community, can I move the module back to https://github.com/OCA/web and rename it to web_group_expand (as if it is the migration of v8 module)?
