Some off-map airstrikes don't provide a causer on death events.

In order to prevent reporting construction cancellation as a death event, any event with an unknown causer on a target that is not fully constructed is ignored.

As a side effect unfinished constructions destroyed by some off-map airstrikes like the stuka dive bomb are ignored.
