RCLONE tries to sync three times, heavily delaying starting the ROM.
Make it so RCLONE_SCRIPT checks for Internet access first, only trying to snyc if connected

Still open. There's now a way to temporarily disable synchronization (df8f530)

added check for available connection versus needed connection (commit 3adff1c)
