Show clearly how much voting power is missing for the governance action to pass both in live voting and outcomes.

Challenge for budget info action, to mark it as such onchain and show the 50% + 1 lovelace

@l-br1 The challenge once again comes from the fact that it need to be clear how the percentages are calculated (epoch boundary based or live stake).
Would also probably be good to always have a link to the GovTool vote algorithm explained in the docs on a Governance Action details page.
