In Section 1.3, the state machine indicates that both the provider and consumer can bring the state machine from a suspended state back to a started state. They can only use the transfer start message described in Section 2.2. In its description, however, only the provider is mentioned in the sent by row and the consumer is missing.

In the HTTPS bindings, there is also a provider-side endpoint defined for the consumer to post transfer start messages to.
