TLS connection issues on https://imagemagick.org

I encounter connectivity issues due to TLS-related problems when accessing https://imagemagick.org.

An error occurred during a connection to imagemagick.org. The error code is PR_CONNECT_RESET_ERROR.

The error message via openSSL is as follows:

After some refreshing, I occasionally connect to a server that has properly configured TLS settings and can access the website.

When using the https://www.ssllabs.com/ssltest/analyze.html?d=imagemagick.org&hideResults=on tool, I also encounter an error: Assessment failed: No secure protocols supported.

When the website is accessible, I obtain a valid certificate from Let’s Encrypt:
