Add Unit-Testing for HttpHandlers

With the test fixtures added in #10516 it should now be possible to test the HttpHandlers in isolation.

To test the handlers that require an environment of ConfigObjects, these need to be instantiated, maybe in a local fixture that can be reused for each test.
