Episode aired message

It might be nice to have the bot output a message when an episode has aired so users know that they can get to work without needing to keep track when an episode airs themselves. This should be toggleable so people who use deschtimes for non-broadcasting uses (for example manga) don't get spammed with messages they don't need. Optionally might be a custom message to allow for users or specific roles to be pinged.
