Based on the London and Delhi travel surveys, the default speeds where updated in ithim-r and cities were assigned their own individual speeds. https://www.dropbox.com/home/ITHIM%20Global/Methods%20and%20Processes/Input%20Parameters/VehicleSpeeds

Need to do some more research to understand speeds in Latin America.
