Car occupancy needs to be considered when calculating CO2 emissions attributed to different modes.
New input parameters add_car_driver and car_occupancy_ratio where included in the model to convert total car journeys
(which can include several people travelling in one car) to total car distance (or distance travelled by car drivers).

Car drivers are added to the synthetic population after the synthetic population has been built by removing age groups not considered in the
model from the travel data for each city. The car_occupancy_ratio is scaled in line with the remaining population ratio in the synthetic population.
