File Page: Delete File

There are multiple places in the user interface where the delete file action is available. This issue is for implementing the Delete File option on the Edit File dropdown in the File Page:

The Delete Button will display a model to confirm the delete.

After the file has been deleted, it will redirect to the Dataset Page with a success message:

Note that this Delete modal will also be used in the delete actions from the files table on the Dataset Page.
