Rich Text Editor - formatted list buttons and header tags unexpected behavior #585

In the Rich Text Editor

What happens?

To reproduce:
Format some text using the Header Tags (H1, H2 or H3). Then choose one of the list buttons (bulleted or numbered). The list format is applied, but the Header tag is removed, and the text reverts to normal text format.

The same thing happens in the reverse order. If you apply a list format to text, then also apply a Header format, the header format is applied but the list format is removed.

What did you expect to happen?

It should be possible to apply both a header format and a list format to text.
