On mobile, bring back global nav's black bar somehow #163

Also, can we somehow bring in the black nav bar that we see on desktop (the one that features Search, Donate, etc) into the mobile UX?

There are two general approaches to this:

Make the bar appear, with buttons and links and all, at the top of mobile devices
Duplicate the bar's items inside the hamburger nav's drawer.

Which would SFPP prefer? If it's going to appear outright, this is a very rough mockup of what it might look like:
