Algorithm Description:

This ticket is for taking code that Nick Dutton is supposed to provide and integrate it for producing the Lo pivot kernel. After the kernel is generated, test that Lo pointing can be computed by adding the enumeration SpiceFrame.IMAP_LO_ENA_SENSOR in geometry.py
