For example when the Profile links to the transaction. It should link to the html page, but instead it links to the html AND also includes # and the header identifier.

Thus ITI-1 is linked to as
https://profiles.ihe.net/ITI/TF/Volume2/ITI-1.html#3.1
when it would be better experience as
https://profiles.ihe.net/ITI/TF/Volume2/ITI-1.html
