There is a need for improved guidance on
a) How an IG should use a CapabilityStatement in Requirements mode to define Actor and Actor+Options
b) How a product would use a CapabilityStatement to express minimally what an IHE Integration Statement says, and also clearly is derived from the IG Requirements CapabilityStatements
