audit log of failures to inform on interests

Need an audit log that can be inspected occasionally to determine attempts to get to URLs that don't exist. These may indicate common mistyping of legitimate destinations that should be added to the redirect. These may also indicate interest in topics not yet addressed. These may be indicators of attacks that should be prevented.
