Make sure actionable tag is mentioned and present in examples to highlight the existence of the tag. It is very relevant for crossborder use case where some prescriptions might not be actionable.

Question: should we have a code for non-actionable as well? Is it realistic to think that default when the tag is not present is "non-actionable"?
