Add support for the wsdl Discovery Proxy file & location documentation (e.g., TF-3 appendix)

It remains unclear why the action item listed in the first comment was created on October 25. The SDPi supplement already has the Discovery Proxy WSDL specified in 2:A.3.2. Hence, it does not seem needed in Volume 3.
