Add partition based filtering for sample data

We had this in the original Streamlit version where you can filter sample data by partitions. We need to add that back.
It will be a dropdown of partition values (the list is already available as we show partition table) on the Sample Data page and then selecting one entry will filter the data in the sample data table.

Additional feature - like namespace and table, can we also have partition filter available as direct url so one can land on the page with sample data for that partition only, useful when sharing the link to someone else. May be we can separate this out in a different issue if needed.
