Import and import validation issue

Issues

• The user should not be allow to import activity where the

1. recipient country (more than 100 % )
2. recipient region (more than 100 %)
3. recipient country + region (more than 100 %)
   

• Error message should be displayed when the combined percentage of "Recipient Country" and "Recipient Region" exceeds 100 during CSV import , it must be empty or 100 percentage.
  

• An error message should display for the user when they provide the same language twice in the element narrative field in the XLS file while importing.
  

• The Country Budget Item is marked as completed when the user provide the percentage attribute less the 100.
  

• The user should not be able to import the XLS file when the percentage is more than 100 % while import from the XLS file.
  

• The user is not able to add additional aid type filling only the required fields.
  

• The latitude and longitude fields in the location element were not populated during the XML file import.
