Shorten website updates panel

Add overflow-y: scroll to it after a set height large enough to contain at least the latest two updates. When it is over that height, have bar across bottom to show that the box is scrollable. This is a tidier solution to long update boxes than what we did for Crypto 2023, where old updates had to be manually moved to the separate page.
