Describe the bug
Refreshing cohort builder tab (e.g. on save) goes very slowly and causes global Exception if there is a cohort query cache configured but it is not responding properly (timing out e.g. network)

Expected behavior
If a cohort query server is unreachable it should be added to some kind of Forbid list and/or we should put a shorter timeout on this read.
