The idea is to have an alternative method to find peers for a fullnode that has just started, instead of relying solely on the DNS bootstrap, by storing the connection table in disk.

When starting, the fullnode could look the table up to have peers to connect to.

The table could also be saved in snapshots so new fullnodes using the snapshots will also benefit.
