Planner per quadrotor

As a simulation developer,
I want to have a planner definition per quadrotor,
So that each vehicle performs an independent plan that I've designed.

The original Peng configuration is geared toward single vehicle simulation.
With our overhaul for multi-vehicle sim capability, we need to update the config to allow one planner per vehicle.
