PHIN VADS value sets cannot be resolved #2

This IG references PHIN VADS value sets using the following URL form:
https://phinvads.cdc.gov/vads/ViewValueSet.action?oid=2.16.840.1.114222.4.11.7129

The IG publisher does not support this well:

Unable to resolve resource 'https://phinvads.cdc.gov/vads/ViewValueSet.action?oid=2.16.840.1.114222.4.11.7129'

it's unclear if there is a better way (there may not be). If we receive any further guidance, we'll update as appropriate.
