Task: Call api token endpoint from auth callback #2961

Summary

After initial login.gov handshake and secondary call we need to call our api endpoint to generate a new SGG specific token and modify session/user tables as needed

Acceptance criteria

Makes needed api call and stores resulting token appropriately
